I have the honour to acknowledge the receipt of your Despatch No. 327 of the 24th. October transmitting a copy of a
letter from the Lords Commissioners of the Admiralty in which they
suggest that the site in Canton Road at Kowloon at present rented for the storage of coal on a monthly tenancy should be made over to
them for the purpose of oil fuel storage.

The question of utilizing this land for the storage of oil fuel was raised by Commodore C. J. Eyres in April, 1912. I enclose a copy of his letter, and of the letter which I caused to be sent in reply. Site A is the site now in question. Subsequently I visited the site with the Commodore and the Director of Public Works and I enclose copies of letters which passed as a result of our conference from which you will observe that the idea of disturbing the wall of the Naval Coaling Depot to the West of Canton Road was abandoned, and it was decided to effect the widening of Canton Road by taking a strip about ten feet wide
off site A.

On the 19th. September, 1912, Commodare Anstruther enquired whether the premium of one dollar per square foot represented the price at which this Government would be pre- -pared to alienate the site for commercial purposes, that is the minimm upset price if it were put up to public auction, and he
